Civil Aid Service

The Civil Aid Service (CAS) was established in 1952. It is a volunteer auxiliary service under the Security Bureau. Our mission is “to provide emergency relief to the needy and to serve the community”. We offer support to the government regular emergency forces in the event of natural disasters and other emergencies such as typhoon, flooding and hill fire, assist in combating oil spills, major crowd management operations, mountaineering accidents and massive outbreak, and provide training to youth. We invite all tertiary students who are interested in social services and equipping themselves for becoming professionals in the field of public service and discipline to join us.

Purpose and Charateristics

  1. Providing sustainable pre-employment training in the professional field of civil defence, including discipline, first aid, rescue, public service and youth training.
  2. Raising the awareness and building up the spirit of serving the community, so as to develop tertiary students into future CAS officers and community leaders.
  3. Government-approved pay and allowances will be granted to enrolled members and officers while they are undergoing training or on duty.

Areas of Training

  1. Recruit Training Certificate Programme, including CAS induction training, basic first aid, basic footdrill, basic emergency rescue, and search and rescue operations exercise. (The programme has been accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and is recognised under the Hong Kong Qualifications Framework as meeting the accreditation standards at Level 3)
  2. Participants will be deployed to various operational units or the Cadet Corps for training and attachment after completing the recruit training programme. They will be accorded priority to be invited to attend the Officers Qualifying Course for advanced training.

Eligibility Criteria and Application Procedures

  1. All tertiary students (must be holders of Hong Kong Permanent Identity Card);
  2. Able to speak fluent Cantonese and read Chinese and English; and
  3. Able to pass the Medical Examination required by the Government and the Functional and Fitness Tests.
  4. Completed Enrolment Form should reach Records Office, 4/F, CAS Headquarters, 8 To Wah Road, Yau Ma Tei, Kowloon. Please specify "Civil Aid Service Civil Defence Leadership Programme (Tertiary Students)" on the envelope.

Training Time and Venue

Evenings or weekends at CAS venues (including Yau Ma Tei, Sha Tin, Tsuen Wan and Causeway Bay).
